Topic 1 Theoretical Debates Impacting Contemporary Human Services/Social Work Organizations Introduction The courses that you have taken so far in the MSW(Q), and any experiences you have in health and human services organizations (HHSOs) (either as a worker or consumer), will have been exposed to many of the theoretical debates impacting contemporary human services/social work organizations. You might be thinking, But I just want to be a social worker who works with people/runs programs/develops policies. I dont need to worry about all that stuff like managerialism, outcome-based funding, privatization and demand-driven services. The reality is, however, that the work we do as social workers is shaped by external factors. As future social work leaders, you need to understand them. The assessment task has been designed to enable you to consider and explore how one of these theoretical debates/issues manifest in the real world of your chosen focus agency, and reflect on implications for social work practice. The readings and videos have been chosen to expand your understanding of key theoretical debates/issues. As you do your readings/watch the videos, you might want to: Print off the Topic One Study Worksheet and fill it in as you do your readings, watch the videos, and think about the content and the assessment task Write down any buzzwords you read our hear, and a short definition (i.e. new public management, privatization, demand-driven services, service sector reform.) Think about what you are watching/reading in relation to your focus agency or Organization of your choice (such as a hospital, or NGO). When you read/hear something that reminds you of things that are happening in your agency or chosen organization pause to reflect and jot down ideas about how this could relate to the assessment task. Once you have identified your example, you can go back over the readings (or, if you decide early on, move forward with the rest of your readings) and identify relevant concepts/quotations which will allow you to make connections between the theoretical debates/issues and your key example. Brainstorm about critical implications Dont forget that the assessment task asks you to critically discuss the implications of the identified issues for social work practice! This book chapter: Describes how HHSOs have evolved with changes in funding environments and community expectations; Considers the impact of new public management and evolving roles of government; and Discusses concepts of equity and effectiveness and how they influence resource distribution.
